The Public-Private Partnerships Awards recognise and reward the best in PPP projects across Europe, Middle East and Africa. The festive ceremony took place in London last May.
The new prison in Haren is the largest social infrastructure project procured in Belgium, and covers 15 hectares of land and 14 separate units, including an entrance complex, extensive on-site facilities and new court houses for the Ministry of Justice.
The jury were keen to reward the project’s novel approach to delivering prison services. In a break with traditional prison building, this scheme focuses on developing a rehabilitation facility in the vision of a ‘Prison Village’, encouraging residents to act and engage within a social environment.

Situated across three regional authorities, the chosen location of the new Haren prison required significant levels of stakeholder engagement and management, as well as multiple approval processes. A unique hybrid financing structure was used to provide value for money for the public sector.
The Federal Buildings Authority in Belgium awarded the prison contract to Cafasso on the basis of a Design, Build, Finance & Maintain (DBFM) contract. The Cafasso consortium consists of Denys nv, FCC Construcción sa and Macquarie Capital. EGM architects and Belgian architecture firm B2Ai are teaming up as architects for the Haren Prison Complex.
